My presence here is not only to report what we have done the past year but as mandated by law to propose programs this administration must undertake during this calendar year. I have skipped the many results of our programs in health, agriculture, economic enterprise, youth development, socio-cultural activities, social welfare development because these will be incorporated in our annual accomplishment report due by March this year.
So may I be allowed to proceed.
Our programs enumerated in the 2003 20% development plan will be effectively pursued. In addition these are what we would like to do:
- We must not fail to procure heavy equipment this year to meet the demands of our barangays in maintaining at all times our farm-to-market roads;
- Acquire a dump site for our garbage since we have already failed our promise to the owner of our present dump site to leave by November 1, 2002;
- We must implement waste management as mandated by the Clean Air Act. This is an indomitable task but we have to bite the bullet so to speak as we have to ease the burden of garbage collection for biodegradable and nonbiodegradable garbage. Our poblacion barangays are tasked to lead in this effort which we intend to start within this quarter.
- Our barangays, especially those under newly-elected barangay captains, must fully organize committees and/or councils or strengthen them to be able to assist the LGU in the promotion of its programs.
- The involvement of our youth must be fully tapped to support various socio-cultural programs and youth development. The Sangguniang Kabataan Federation shall be involved in these activities;
- I call upon our colleagues in the Sangguniang Bayan to examine seriously our outdated local tax Revenue Code. This was adopted in my previous term last 1992 if I'm not mistaken. There are provisions that need to be updated to increase our income. Let us not burden those in the low-income bracket but those who can afford. We cannot just rely on our IRA for our financial obligations but must look for other sources of funds to support our administration. On this score, our political will is being challenged and we must not shirk from this responsibility on account of political considerations. I know efforts were made along this line last year. Now we must continue where we have left off;
- We shall rehabilitate the street lights along Manook Street to make it safe for all and, likewise, the electrical system inside our market building that are fire hazards;
- Together with my colleagues in the SB let us propose other programs that will help in the progress of our community;
- This administration shall continue to maintain its high standard of public accountability and transparency in the use of its finances. Its common denominator shall be general welfare of its people;
In the long haul, our hope for a better tomorrow will remain as such if we work in separate ways. Truly, politics is an essential part of democracy and it is not a crime if we, in more ways than one, indulge ourselves in politics. Many of our national leaders and politicians are assiduously into it now even if elections are over a year away yet. If it is true that all is fair in love and war, so too could it be said that all is fair in love and politics. However, there is a higher calling for us when we got elected by our people. That is our promise to serve them faithfully and well. That is why the imperative of working together demands the support and cooperation of every one of us. We-- your elected officials, the officials and employees of the LGU as well as those from the national government agencies, the barangay officials, the NGOs and the citizenry in general-- must work together to achieve our dream for a better tomorrow and not just remain a dream. For at the end of the day, it is our duty and responsibility to serve our people with sincerity, integrity and dedication. Our people deserve no less.
